Level 3 Wings provide a significant advantage in PvP, but are not easy to create.

Wings are created in several stages on Noria by Chaos Goblin(180x102).
Stage 1. Creating a Feather of Condor:
Feather of Condor requires the following ingredients:
Ancient Item +7 +Options (and up). Advice: use several Ancient items with a Life boost level of no higher than +16
Packaging Jewel of Soul x10
Level 2 Wings +9 +Options (and above). Tip: don't use Cape of Lord (gives less percentage than wings)
1 Jewel of Chaos
1 Jewel of Creation

Phase 2. Creation of wings:
To create the wings you will need Flame of Condor - you can get it from Kundun Box +5 and also:
Ignore opponents defensive power by 5%
(Your strike has a 5% chance to ignore
